Cracking the NEET Exam : Domicile Demystified (A State-Wise Guide)

Dreaming of becoming a doctor in India?

Then cracking the National Eligibility cum Entrance Test (NEET) is a crucial step. Although, to secure a seat in a government medical college or some private ones, you’ll also need to fulfil the specific domicile criteria of the state you wish to apply to.

What is Domicile?

Domicile refers to your permanent residence in a particular state or union territory. NEET domicile criteria determine your eligibility for state quota seats in government medical and dental colleges.

Why is Domicile Important for NEET?

Every state reserves a portion of its government medical and dental college seats for students who are domiciled within the state. This ensures a certain number of medical seats are available for students from that region.

2024 NEET Domicile Criteria: A State-Wise Breakdown

Andhra Pradesh:

  • Classified into local (AU & SVU areas) and non-local candidates.
  • Local candidates compete for both local and unreserved seats, while non-local candidates are eligible only for 15% unreserved seats.

Arunachal Pradesh:

  • 80% seats reserved for APST (Scheduled Tribe) category.
  • 20% seats for Non-APST candidates, including children of government employees and those who studied/lived in the state for at least 3 years.

Assam:

  • Family/parents must have resided in the state for over 20 years.
  • Candidate must have studied in a recognized Assam school from Class 7 to 12.

Bihar:

  • Parental residency, state government employment (current/past, including pre-Jharkhand), or Central Government/PSU employee’s child stationed in Bihar can qualify.

Chhattisgarh:

  • Born/domiciled in Chhattisgarh.
  • Completed Class 12 from a state-affiliated institution.
  • Parental government employment in Chhattisgarh can also qualify.

Delhi:

  • Completion of Class 12 from a Delhi-NCR school affiliated with CBSE, ICSE, or JMI boards is mandatory.

Goa:

  • Minimum 10 years of residence in Goa.
  • Parental/grandparental Goan origin with at least 5 years of state residence can qualify.
  • Higher secondary passed from a Goa Board-recognized school is required.

Gujarat:

  • Indian citizenship or Overseas Citizen of India (OCI) status.
  • Born in Gujarat or hold Gujarat domicile with Class 10 & 12 completed from state-recognized boards within Gujarat.
  • Children of All India Service officers, Gujarat government employees posted outside Gujarat, or defense personnel with Gujarat domicile stationed outside the state are also eligible.

Haryana:

  • Minimum 10 years of residence in Haryana.
  • Completion of Class 12 from a recognized Haryana school.
  • Parents must be bonafide residents of Haryana.

Jharkhand:

  • Only local residents or permanent residents of Jharkhand are eligible.
  • Domicile holders with Class XII completion from the Jharkhand Board can also apply.

Karnataka:

  • Completion of Class 12 from Karnataka schools affiliated with the state/central government.
  • Minimum 7 years of residency or studying in a Karnataka school with at least one parent residing there for 7 years.
  • Proficiency in Kannada, Tulu, or Kodava with parents being permanent residents of Karnataka (applicable for disputed Kannada-speaking regions).

Kerala:

  • Classified into Keralite, Non-Keralite I (NK-I), and Non-Keralite II (NK-II) categories.
  • Keralite: Individuals of Kerala origin and children of All India Service Officers posted in Kerala.
  • NK-I: Studied in Kerala with parents working in government sectors or resided there during studies.
  • NK-II: Not falling under NK-I, eligible only for open quota management seats in private medical colleges.

Madhya Pradesh:

  • Legal residents of Madhya Pradesh.
  • Children of Freedom Fighters, dependents of defence personnel, and candidates with government employee parents stationed in Madhya Pradesh are also eligible.

Maharashtra:

  • Five ways to fulfil domicile criteria:
    • Type A: Class 10 & 12 completion and domicile certificate/birth certificate proving birth in Maharashtra.
    • Type B: Class 10 & 12 completion in Maharashtra, with one parent possessing a domicile certificate.
    • Type C & D: Class 10 & 12 completion in Maharashtra, with a parent employed by the Government of India or Government of Maharashtra.
    • Type E: Class 10 & 12 completion from a recognized school along the Maharashtra-Karnataka border, with Marathi as mother tongue and a domicile/birth certificate from the border area administration.

Manipur:

  • Only permanent residents or domicile holders of Manipur are eligible for the 85% state quota reservation.

Meghalaya:

  • Permanent resident of any North-eastern state.
  • Completion of Class 11 & 12 from a state/central government-recognized school.

Jammu & Kashmir (J&K) & Ladakh:

  • Applicants must be a domicile of UT of J&K/Ladakh (as the case may be).
  • To establish domicile, you must have passed Class 12 or an equivalent exam from a recognized statutory Board/University within J&K/Ladakh.
  • English, Physics, Chemistry, and Biology must be core subjects in your Class 12 education from the state.

West Bengal:

West Bengal follows different categories for domicile requirements:

Category A1:

  • Continuously resided in West Bengal for at least 10 years as of December 31, 2023.

Category A2:

  • Continuously resided in West Bengal for at least 10 years as of December 31, 2023.
  • Passed Class 12 or equivalent exam from a West Bengal recognized Board/University.

Category B:

  • Not continuously resided in West Bengal for 10 years, but:
    • Parent(s) are permanent residents of West Bengal with a permanent home address within the state.
    • Parent(s) have lived continuously in West Bengal for at least 10 years as of December 31, 2023.

  • Domicile certificate issued by the competent authority
  • Birth certificate
  • Ration card
  • School leaving certificate
  • Voter ID card
  • Aadhaar card
